Hit isn't equal to crit chance so having 100 hit won't give you crit lock. If you're willing to spend 600m for 4 crit orbs (not including the slot released) then you'll be closer to your crit lock goal. That guy crits a lot maybe bcos of crit orbs. If no orbs, high dex can make you crit on monsters pretty well as long as your level is higher. Hit is not crit rate itself but used to calculate your crit rate. The higher the hit, the more chance for you to land or avoid critical attacks.
